Sector for international cooperation and domestic labor market

The Department for International Cooperation and the Domestic Labor Market is responsible for:

a) cooperates with competent agencies, institutions and international organizations in the field of employment;

b) in coordination with the Ministry of Civil Affairs of Bosnia and Herzegovina (hereinafter referred to as the relevant Ministry of Bosnia and Herzegovina), fulfills the assumed international obligations in the field of employment, and cooperating with the competent entity employment offices and the Employment Office of the Brčko District of BiH;

c) monitors the application of international standards and policies in the field of employment and, in cooperation with entity employment offices and the Employment Office of the Brčko District of BiH, participates in their implementation;

d) initiates the conclusion of international agreements in the field of employment and participates in conducting negotiations for the conclusion of international agreements in the field of social insurance for part of unemployment and monitors their implementation in cooperation with the employment institutes of the entity and Brčko District of BiH;

e) coordinates activities in domestic and international projects in the field of employment that are of interest to Bosnia and Herzegovina and cooperates with entity employment offices and the Employment Office of the Brčko District of BiH in their implementation;

f) collects foreign and domestic requests and information on the supply and demand of domestic and foreign labor and, in cooperation with entity employment offices and the Employment Office of the Brčko District of BiH, realizes the same within the limits of its competences and the possibilities of the labor market in Bosnia and Herzegovina;

g) monitor, analyze and investigate economic, social and other trends, the state of employment and unemployment, and their mutual influences in cooperation with the entity employment offices and the Employment Office of the Brčko District of BiH, on the basis of which they propose the necessary measures and activities to improve employment;

h) initiates the necessary activities at the entity employment offices and the Employment Office of the Brčko District of BiH to jointly and in cooperation with employers, trade unions, educational institutions and other associations organize and implement programs of professional guidance and education with the aim of greater employment and other forms of active employment policy;

i) coordinates the employment of citizens of Bosnia and Herzegovina abroad within the limits of their legal competences and in cooperation with the entity employment offices and the employment office of the Brčko District of BiH;

j) performs the necessary analyzes and compiles reports and documents in the field of employment, prepares drafts, proposals and working materials of documents that are adopted and passed by the authorities of Bosnia and Herzegovina according to the expressed requests of the Council of Ministers of Bosnia and Herzegovina and the relevant ministry, if necessary in cooperation with the entity institutes and the Employment Institute of the Brčko District of BiH;

k) proposes to the Council of Ministers a long-term, medium-term and annual plan on labor market policy guidelines and active employment measures in Bosnia and Herzegovina together with entity employment offices and the Employment Office of the Brčko District of BiH, through the line ministry of BiH;

l) in cooperation with the entity employment institutes and the Employment Institute of the Brčko District of BiH, gives the line ministry of BiH an opinion and proposals for the employment of foreigners (quotas);

m) in cooperation with the entity employment offices and the Employment Office of the Brčko District of BiH, provides the necessary data in the field of unemployment, especially those related to the fulfillment of international obligations";

n) participates in the preparation of annual work reports and annual work programs of the Agency;

o) participates in the implementation of training and the training of its personnel in order to respond to the requirements and challenges of international obligations and integration processes, and participates in the initiation of the same at the entity's employment offices and the Employment Office of the Brčko District of BiH.

Department for International Cooperation in the Field of Labor and Employment

Cooperation with the International Labor Organization (ILO):

- Application of ratified ILO conventions in the field of employment and employment,

- Preparation of legal acts for the adoption and application of unratified conventions,

- Participation in the preparation, adoption and application of labor and employment policies in order to create conditions for the implementation of ILO conventions

- Reporting and cooperation with the ILO on the state of application of conventions, recommendations and resolutions,

- Execution of financial and other obligations of BiH according to ILO,

- Cooperation on the development of the macroeconomic environment for employment and non-discriminatory policy in employment,

- Participation in the work of the ILO, its bodies and organs.

Cooperation with the European Union:

- Harmonization of the regulations in BiH with the regulations of the European Union on unemployment insurance, on active and passive measures in employment,

- Activities to increase mobility and employment without restrictions and discrimination,

- Creation of conditions for equal treatment of BiH citizens employed in Europe and foreign citizens employed in BiH,

- Development of plans, actions and projects in accordance with the directives and recommendations of the European Union.

Bilateral and multilateral cooperation:

- Preparation and application of international contracts and agreements,

- Activities to undertake obligations from contracts with other countries on social protection and unemployment insurance,

- Planning and creating conditions for the employment of BiH citizens to work in other countries and about the possibilities of return and employment in BiH,

- Other jobs related to the work of BiH citizens abroad and foreign persons in BiH.

Department for the domestic labor market

Analysis and improvement of the labor market:

- Improving the system and coordination in employment,

- Coordination of employment institutes and services in the Federation of BiH, Republika Srpska and Brčko District of BiH in order to increase employment,

- Implementation of general employment policies in Bosnia and Herzegovina,

- Analysis and proposal of macroeconomic policy measures in employment in order to increase employment and non-discrimination,

- Attracting additional funds for the implementation of the employment policy,

- Coordination of policies and measures of social protection and unemployment insurance,

- Monitoring, analysis and informing the public and international organizations about the labor market and labor policies in the country,

- Records, statistics, documentation and information services on the labor market,

- Analyzes, research and development of the labor market, supply-demand, new occupations.

- Keeping records at the level of BiH based on the reports of entities and Brčko-District of BiH on the state of employment, unemployment and employment and realization of social security rights in BiH and providing reports for the needs of the relevant authorities in BiH.

Cooperation with market-oriented agencies and funds:

- Training, training and retraining centers for the unemployed,

- Agencies for the development of micro and macro entrepreneurship,

- Funds for supporting employment and employment and maintaining the current level of employment,

- Funds to support employment in underdeveloped and lagging areas.
